Biennial Inspections
Biennial Inspections are completed by an FDOT District 6 contractor every two years. The purpose of a biennial inspection is to inventory and inspect vehicles funded by FDOT. The following steps describe the process for the biennial vehicle inspection:
Agencies are required to participate in the biennial inspection.
A contractor will contact the agency to schedule a visit to the agency to complete the inspection.
All 5310 vehicles must be available for inspection during the onsite visit.
The contractor will conduct a visual/safety Inspection and inventory of all FDOT vehicles.
Liability insurance and vehicle registration will also be reviewed.
Follow-up: The agency must correct all vehicle safety defects identified by the contractor and submit proof of correction to the contractor. Any missing documentation must also be submitted.
Triennial Reviews
Triennial Reviews are completed by a team of FDOT District 6 contractors every three years. The purpose of the Triennial Review is to ensure agencies are compliant with all 5310 federal, state, and local requirements.
Agencies are required to participate in the Triennial Review.
The Triennial Review will be completed through the TransCIP 2 Oversight platform.
The lead contractor will contact the agency to begin a 3-phase review process and schedule the agency site visit. Technical assistance is provided if agencies need support to prepare for the review.

Triennial Review Phases
Phase 1: Desk Review
The agency submits desk review materials to demonstrate compliance with Federal and State requirements, including:
Transportation Operating Procedure (TOP) and other Policy documents (such as Title VI Plan)
EEO Policy
Financial/Procurement Documentation
ADA Policy
Reports, Certifications & Assurances, Agreements
Vehicle history files
Driver training files
Accident files
Phase 2: Onsite Visit
The review team visits the agency for a site visit. During the visit, feedback from the desk review is provided to the agency, and the FDOT Maintenance reviewers conduct a thorough functional and safety inspection of a sample of FDOT vehicles.
Critical Safety Defects: If the FDOT vehicle inspector finds one or more critical safety defects, the inspector may recommend to FDOT District 6 that the vehicle is removed from service until repaired. If FDOT removes a vehicle from service due to safety defects, the agency must repair the defects and provide repair invoices or completed work orders. FDOT District 6 will review the documentation and determine if the vehicle can be returned to service. Additional onsite vehicle inspections may be conducted to verify that repairs have been completed.
Driver files are reviewed onsite.
Exit Interview: The review team communicates findings (and provides technical assistance) to the agency team.
Phase 3: Triennial Findings Report
A final report documenting the review is issued, and a Corrective Action Plan is implemented to correct deficiencies.
During the Corrective Action Plan, agencies are required to submit documentation showing deficiencies have been addressed. Once all findings are addressed by the agency, a final determination letter is issued to the agency.
Noncompliance with requirements may jeopardize the agency's ability to continue in the 5310 Program and to obtain future operational and/or capital funding from FDOT District Six.

Q – How should we prepare for the Biennial Inspection?
a) When scheduling the date of your biennial inspection with the FDOT contractor, remember that all of your agency’s 5310 vehicles must be available for inspection. If this is not possible, ask the contractor if the inspection can be scheduled on two separate dates/times.
b) Ensure that your vehicles have been inspected, all safety-related defects are repaired, and all fire safety equipment/systems are current.
c) Ensure that all vehicle documentation such as proof of insurance, license tags, and vehicle files are current and available for review.

Q – What is the best way to prepare for a Triennial Review?
FDOT District 6 recommends that agencies:
a) Use the latest guidance documents and templates, including the TOP template, to audit the agency’s TOP and other policy documents against the standards and requirements. If needed, revise the TOP to bring it into compliance with the latest guidance.
b) Review the processes used to implement the TOP policies and ensure that all TOP policies are implemented across the agency. The Triennial Review looks at “is the agency doing what it says it will do?”
c) Use this toolkit to determine if all 5310 requirements are met. Update all policies, procedures, and internal processes to bring them into compliance.
