FDOT District 6 Reporting 

Performance Measures Report:  

This report is submitted annually to District 6 via TransCIP 2 by January 15 of the following year. 

Best Practice Guidance:  Use the Monthly Operating Reports data to complete the annual Performance Measures Report.

Monthly Operating Reports (MOR): 

Monthly Operating Reports are submitted monthly to District 6 via TransCIP 2, on the Resources tab in the Organization Library.  

Best Practice Guidance:  Ensure gathering of required data through driver logs or other system.

 Annual Certification of Use (ACU):  

This report is submitted annually to District 6 via TransCIP 2 by January 15 of each year.  The completed form should be uploaded to the Organization Library on the Resources tab.

Community Transportation Coordination

Each 5310 agency must maintain an active Coordination Fare Agreement (CFA) with the local Community Transportation Coordinator (CTC).  Click here for contact information for the Miami-Dade County and Monroe County CTC’s.  

Most CTC’s require annual renewal of the CFA and an annual operating report while your agency is operating one or more FDOT vehicles.  Miami-Dade County requires submission of an Annual Operating Report (AOR) (usually approximately August of each year) before the new CFA agreement can be issued. 

Acceptable Use of Vehicles

Any use of 5310 vehicles other than for passenger transportation of elderly or disabled populations should be discussed in advance with FDOT District 6 staff.

The following provides guidance on the approved uses for the vehicles, including incidental uses and meal deliveries, and charter and school bus requirements.

Approved uses of vehicles: 

 5310 vehicles are to be used for passenger transportation of agency clients who are elderly or disabled.  Each agency’s vehicles are approved for uses spelled out in the agency’s grant application. Vehicles must not be used for any business or commercial purposes.    


Incidental Use:  

Incidental (non-passenger) trips must be rare and should not be the primary trip purpose for any 5310 vehicle.  Incidental trips must be tracked separately by mileage, as incidental use mileage must not be included in useful life calculations for lien release purposes.  Incidental use trips should be limited to trips to outsource maintenance shops or other similar purposes. 


Meal Delivery: 

5310 vehicles can be used for meal delivery to elderly and disabled clients, as long as this use of the vehicle does not impact passenger transportation needs within the organization.


Charter/School Bus:  

5310 vehicles must not be chartered for a specific fee and/or specific time frame to another organization.  If agencies wish to charter a 5310 vehicle under special circumstances, arrangements must be made with FDOT District 6 and quarterly reports are required.

5310 vehicles may not be used solely as a school bus transporting children to/from their homes and schools.
